If any person causes or allows any water-pipe, valve, cock, water-closet, bath or other apparatus to be out of repair, or to be so used that the water supplied from the waterworks be wasted, or unduly consumed; or if he refuses or neglects to pay the rate lawfully imposed for the water supplied to him, for thirty days after the same is due and payable, the municipality may cut off the water and discontinue the supply so long as the person is in default; which shall not, however, exempt such person from the payment of such rate, as if the water had been supplied to him without interruption.
