If, at the trial of an election petition, it be proved that any corrupt practice has been committed by or with the actual knowledge and consent of a candidate at an election, or if he be convicted before any competent court of bribery or undue influence, he shall be held guilty of corrupt practices, and his election, if he has been elected, shall be void; and he shall, during the three years next after the date of his being so proved or found guilty, be disqualified from being elected to or sitting as a member of a municipal council, or from voting at any election of a member of such council, or from holding an office in the nomination of the said council.
