The judge shall also, if necessary or required, review the decision of the returning officer with respect to the number of votes given for a candidate at any polling station where the ballot box used was not forthcoming, or when the proper certificates or papers were not found therein, when the returning officer made his decision.
For the purpose of arriving at the facts, the judge shall be vested with all the powers of a returning officer with regard to the attendance and examination of witnesses.
