The council, by by-law, may order that an identity card with a photograph be issued to each elector at the expense of the municipality, determine the particulars thereof and order that on polling day no elector shall be permitted to vote unless he identifies himself by means of such card or, if he has lost, mislaid or unintentionally destroyed it, by his oath supported by those of two electors who have their identity cards.
No by-law under this section shall come into force except with the approval of the Government.
