Where a referendum poll is required pursuant to the Act respecting elections and referendums in municipalities (chapter E-2.2), approval of the by-law requires not only that the number of affirmative votes be greater than the number of negative votes, but also that the total number of votes cast be equal to or greater than the following proportion of the qualified voters domiciled in the municipality:(1) one eighth, if there are fewer than 1 000;
(2) eight hundredths, if there are 1 000 or over but not over 2 000;
(3) one twentieth, if there are 2 000 or over.
If the result of the computation provided for in the first paragraph is a number that includes a fraction, the fraction shall be counted as a unit.
