324. In case the mayor refuses to call a special sitting when deemed necessary by at least three members of the council, such members may, by a requisition to the clerk of the municipality, duly signed by them, order the sitting to be called. Upon receipt of such requisition the clerk of the municipality shall issue a notice to the members in the manner mentioned in section 323, provided such requisition specifies the business for which the sitting is called.
For the purposes of the first paragraph, the requisition in relation to the calling of a special sitting of a borough council which is composed of three members may be presented by two members of that council.
