At the day, hour and place appointed, and in the presence of the said persons, if in attendance, the judge shall proceed to make such re-addition in the manner prescribed by section 217, or to recount all the votes or ballot papers returned by the several deputy returning officers to the returning officer, as the case may be.
In the latter case he must open only the envelopes and the sealed packets containing the used ballot papers which have been counted, the rejected ballot papers, and the spoiled ballot papers.
