137. If within thirty days of publication of a public notice of its intention to hold a public hearing on the application of and compliance with this chapter the Régie receives a written and substantiated application stating the representations that are to be made, it must hold a public hearing at least once in the two-year period following 14 December 1983 and, thereafter, once in every subsequent two-year period.
Notice is given by such means as the Régie may deem expedient.
