11. The certification board may hire the personnel it needs for the conduct of its business.

11. The members of the personnel of the certification board shall be appointed in accordance with the staffing plan established by the certification board by regulation.
Subject to the provisions of a collective agreement, the certification board shall determine, by regulation, the pay scales and rates, employee benefits and other conditions of employment of the personnel members in accordance with the conditions defined by the Government.

The regulation shall, in addition, determine the pay scales and rates, employee benefits and other conditions of employment of the personnel members.
The regulation is subject to the approval of the Government, which may amend it.
