33. The Minister of Culture and Communications may entrust a person he designates to ascertain whether the library is complying with the provisions of this Act and the regulations or to inquire into the management or activities of the library.
The person so designated shall be vested, for the purposes of an inquiry, with the immunity and powers of a commissioner appointed under the Act respecting public inquiry commissions (chapter C-37), except the power to order imprisonment.
