71. (1)  A person who did not give the notice prescribed by section 69 and is no longer entered on the Roll pursuant to section 65 may apply for re-entry by following the requirements of section 70 and paying his arrears of contribution.
(2)  However, upon a petition made under oath and for reasons deemed sufficient, the board of directors may relieve such person of payment of any arrears or any part thereof.
(3)  Such person remains liable for payment of the dues determined by the board of directors.

(3)  Such person remains liable for payment of the dues determined by resolution passed under subparagraph o of the first paragraph of section 86 of the Professional Code (chapter C-26).

71. (1)  The provisions of section 70 shall also apply to an advocate who, having ceased to practise without giving the notice prescribed by section 69, resumes the practice of the profession on paying his arrears of contributions.
(2)  However, upon a petition made under oath and for reasons deemed sufficient, the Executive Committee may relieve such advocate of payment of such arrears, including the portion accruing to the General Council.
(3)  Such advocate shall nevertheless remain subject to section 65.
