93. (1) The Commission, any member of it, and any officer or person authorized by it for that purpose, shall have the right at all reasonable hours to enter into the establishment and the premises connected with it and every part of it, of any employer who is liable to contribute to the accident fund, for the purpose of ascertaining whether the working conditions, tools, machinery or appliances therein are safe and sufficient and whether all necessary precautions are taken for the prevention of accidents to the workmen employed in such industry and whether the safety appliances prescribed by law are used and employed therein, or for any other purpose which the Commission may deem necessary for the purpose of determining the proportion in which such employer should contribute to the accident fund.
(2) An employer and every other person who obstructs or hinders the making of such inspection, or refuses to permit it to be made, shall be liable to a fine not exceeding five hundred dollars, in addition to the costs.
