59. (1) In the case of the death of a commissioner, or of his inability to act from illness, absence from Québec, or any other cause, the Gouvernement may appoint a person to act temporarily in his stead and may fix his remuneration; the person so appointed shall have all the powers and perform all the duties of a commissioner.
(2) The commissioners appointed under this act or under any prior or subsequent act have always exercised and shall exercise their functions during pleasure.
(3) The Commission shall not be dissolved by reason of the death or withdrawal of one or more or all of its members.
