29. The tolls established for the use of each autoroute shall be fixed, so far as possible, at a level sufficient to meet(a) the cost of operation and maintenance;
(b) the general expenses of the Authority;
(c) interest on the capital invested;
(d) amortization of such capital over a maximum period of fifty years;
(e) a reserve sufficient for the preservation, maintenance, repair and renewal of the autoroute and for unforeseen expenses.
Such tolls shall be adjusted if necessary so that the revenues of the Authority shall not exceed the above mentioned expenses and obligations.
