21. The other expenses of the Authority shall be paid out of the appropriations granted every year for that purpose by the Legislature.

21. The powers of expropriation conferred by this act may be exercised in respect of any immoveable, even one set apart for public use or that, according to some general law or special act, is not susceptible of expropriation.
