11. The following are qualified investors:
(1)  any body, institution, partnership or legal person which is a designated venture capital legal person, recognized as such by regulation;
(2)  any private legal person publicly known as a venture capital legal person which meets the conditions prescribed by regulation;
(3)  any other investor which is an authorized venture capital legal person, according to the criteria established by regulation, recognized as such by the body designated under section 1.
