The Inspector General shall, before ordering the cancellation or suspension of a licence, notify the holder in writing as prescribed by section 5 of the Act respecting administrative justice (chapter J-3) and allow the holder at least 10 days to present observations. He shall also give notice in writing of his decision, giving the reasons on which it is based, to the person concerned.
