68. At an inquiry or hearing, the Commission may decide to take upon itself, or order a party, to defray certain expenses the nature and amount of which, as well as the cases where they may be awarded, are determined by regulation.
For the purposes of an inquiry or hearing held by a review board, the Commission may delegate to such board, generally, the powers contemplated in the preceding paragraph.
