59. Any person duly summoned to appear before a council of arbitration who refuses to attend or to testify may be compelled to do so as if he had been summoned under the Code of Civil Procedure (chapter C-25.01).

59. Any person duly summoned to appear before a council of arbitration who refuses to attend or to testify may be compelled to do so and condemned in accordance with the Summary Convictions Act (chapter P-15) as if he had been summoned under that act.
