4.5. The Minister may also, following a report from the Conseil consultatif de pharmacologie, withdraw recognition permanently from a manufacturer or wholesaler that has been subject, in the previous five years, to two temporary withdrawals and that once again fails to respect the conditions or commitments prescribed by regulation.
