39. The Government, on the recommendation of the Minister, shall establish a Conseil consultatif de pharmacologie, composed of a chairman and six other members of whom four must be experts in pharmacology, one an expert in finance and economics and another an officer of the Board.

The members of the Conseil consultatif de pharmacologie shall be appointed for a term not exceeding three years and shall remain in office, despite the expiry of that term, until reappointed or replaced.
The fees, allowances or salaries or the additional salaries, as the case may be, of the members of the Conseil shall be fixed by the Government.
The Minister shall add to such Conseil a secretary and the other officers and employees necessary for its work; they shall be chosen from among the officers and employees of the Ministère de la Santé et des Services sociaux.
