Any person who, without reasonable excuse, the proof of which devolves upon him, uses a certificate of insurance or of financial responsibility after the annulment, cancellation or expiry of the insurance or of the coverage mentioned therein, is liable to a fine of not less than $325 nor more than $2,800.
