103. With respect to any automobile owned by it or him, the Government, its agents and mandataries of the State, and a person contemplated in section 102, have the rights and obligations of an insurer under this Act.
If a person has, by theft, obtained possession of an automobile owned by the Government, its agents and mandataries of the State, or a person contemplated in section 102, they are liable towards the victim for the obligations imposed upon the Société.
