16. Every person who contravenes any provision of section 15 is guilty of an offence and is liable to a fine of $10 to $100 for the first offence, and to a fine of $20 to $200 for any subsequent offence.

16. Whosoever infringes a provision of section 15 commits an offence and shall be liable to a fine of $10 to $100 and costs, for the first offence, and to a fine of $10 to $100 and costs or to imprisonment for not more than ninety days, for any subsequent offence.
If the offence is committed by a person, he shall be liable, on failure to pay the fine and costs, to imprisonment for not more than forty days.
