26. Every person who refuses or neglects, without sufficient reason, to provide for the needs of a person who, under any law, contract or judgment, is dependent on him for his subsistence, must repay the sums of money and the value of the other benefits furnished to such person under this act, up to the amount of his obligations towards such person, and the Government shall then be subrogated in the rights of such person up to the amount of such sums and the value of such benefits. The amount of such repayment may be recovered at any time as a debt due to the public treasury.
