63. Subject to the provisions of sections 4.3 and 4.13 and of the second paragraph of section 50, the director general alone has the authority to make decisions as to the granting of legal aid.
In the case where the applicant is a person instituting or intending to institute a class action, the director general shall issue a certificate of eligibility to that person if he himself and a substantial part of the members of the group which he represents or intends to represent are eligible for legal aid.

63. The general manager shall, within the scope of the regulations, grant legal aid to any economically underprivileged person establishing the probable existence of a right or, as the case may be, the need of legal service.
In the case where the applicant is a person instituting or intending to institute a class action, the general manager shall issue a certificate of qualification to that person if he himself and a substantial part of the members of the group which he represents or intends to represent are qualified to receive legal aid.
