63. The general manager shall, within the scope of the regulations, grant legal aid to any economically underprivileged person establishing the probable existence of a right or, as the case may be, the need of legal service.
In the case where the applicant is a person instituting or intending to institute a class action, the general manager shall issue a certificate of qualification to that person if he himself and a substantial part of the members of the group which he represents or intends to represent are qualified to receive legal aid.
