72. The Government may, by regulation, prescribe for recipients under the program the amounts of the adjustments for adults, which may vary according to the time elapsed since they became recipients under the program, and determine the cases in which and the conditions under which those amounts are to be granted.
For the purpose of calculating the elapsed time, the regulation may provide that the periods in which a person had a severely limited capacity for employment that in all likelihood prevented the person from acquiring economic self-sufficiency permanently or indefinitely or a handicap requiring exceptional care are considered, in the cases and on the conditions determined in the regulation.
The Government may also make regulations prescribing more flexible rules applicable to recipients under the program as regards(1) ownership of property, liquid assets, amounts paid into a pension plan or assets received by succession;
(1.1) income derived from assets received by succession;
(2) the eligibility requirements for certain special benefits.
