11. The president shall issue the licence if the applicant and, where such is the case, the association, partnership or legal person on whose behalf he is applying for a licence, fulfils the conditions prescribed by this Act and the regulations.
The president remains the owner of the licence so issued and may resume possession thereof upon its suspension, cancellation or non-renewal.
The president may, in respect of any application, have any inquiry made that he believes necessary.
