116. The purpose of the standards prescribed in this Regulation is not to restrain the power of the Minister of Sustainable Development, Environment and Parks, referred to in section 70.12 of the Environment Quality Act (chapter Q-2), to determine other conditions, restrictions or prohibitions he considers necessary to ensure that the completion of the project he is authorizing will not present unacceptable risks for health or the environment.
