29. An attestation of provisional receipt issued by Delcan Corporation or MMM Group Limited pursuant to an agreement entered into in accordance with the Act respecting transport infrastructure partnerships (chapter P-9.001) constitutes certification authorizing the partner to use the toll device upon activation of the toll road infrastructure.

Within 18 months of the activation of the toll road infrastructure, the toll device must be the subject of a second certification. The attestation of final receipt issued by Delcan Corporation or MMM Group Limited pursuant to an agreement entered into in accordance with the Act respecting transport infrastructure partnerships constitutes a certification for the purposes of this Regulation.

Following the second certification, a toll device must be verified every 6 months by Delcan Corporation, MMM Group Limited or the Laboratoire de sciences judiciaires et de médecine légale to validate that it continues to function properly. It must also be certified by one of those organizations when it is modified in a way that might affect compliance with the standards prescribed in sections 23 to 28.
