15. The general fees for all of the passages of a road vehicle on a toll road infrastructure for which
(1)  the vehicle’s registered transponder is in the vehicle and is functioning may not exceed $3.50 per month for the person in whose name the transponder is registered;
(2)  an anonymous transponder is in the vehicle and is functioning may not exceed $3.50 per month for the person who is the holder of the transponder;
(3)  a customer account, opened with the partner, to which the passages of the vehicle are charged may not exceed $3.50 per month for the holder of the customer account.
