3. The prices, rents, fees, royalties and reference values mentioned in Schedule I shall be indexed on 1 April of each year depending on the changes in the average consumer price index for the preceding year, using as a base the index for the whole of Québec calculated by Statistics Canada.
Those amounts are then increased to the nearest dollar if they contain a fraction of a dollar equal to or greater than $0.50 or reduced to the nearest dollar if they contain a fraction of a dollar less than $0.50, except for the prices and rents per square metre indicated to in sections 5, 8, 12 and 16 of Schedule I.
The indexing of an amount that cannot be rounded up to the nearest dollar is postponed until the year in which the total of the indexing rates applicable to each year for which the indexing is postponed will increase the amount by $1.
The Minister is to publish the result of the indexing in Part 1 of the Gazette officielle du Québec or by any other appropriate means.
