4. Where the election for a given institution is held in more than one location, the president and executive director of the agency or the person designated shall also appoint a deputy returning officer for each such location. The same procedure shall be followed for the election of a board of directors formed to administer several institutions pursuant to section 125 or 128 of the Act.
