10. A nomination is made by means of a nomination paper drawn up in accordance with Schedule I.
The original nomination paper shall be signed by the candidate and countersigned by 2 members of the electoral college. It shall be submitted to the returning officer or deputy returning officer not later than 30 days before the date of the election, before 5:00 p.m.
