45.4. The buffer prescribed in section 45.3 shall:
(1)  be made of wood, steel or concrete;
(2)  have a height equal to at least the radius of the largest wheel of any motorized vehicle travelling in the areas where the buffer must be installed;
(3)  be kept clear at all times.
