38. For the purposes of this division, the parties to the plans are deemed to have been called to a meeting where have been so called the employer, the accredited associations representing the plan members and, where the pension committee has been notified in writing of their names and addresses, the associations representing, for the purposes of the pension plans, active members not represented by a certified association, non-active members or beneficiaries of the plan.
