This Regulation applies to the design of a storm water management system that does not serve high-risk sites within the meaning of paragraph 4 of section 218 of the Regulation respecting the regulatory scheme applying to activities on the basis of their environmental impact (chapter Q-2, r. 17.1), eligible for a declaration of compliance under that Regulation. It determines, in Chapter II, the types of works that may be used in the design of a storm water management system, in Chapter III, the general design standards and, in Chapter IV, the special design standards applicable to certain works.
The design standards provided for in this Regulation make it possible to(1) reduce annually, for surfaces drained to the storm water management system, at least 80% of the concentrations of suspended matters in storm water before being discharged into the environment and 90% of annual rain events;
(2) minimize accelerated erosion of receiving wetlands and water bodies; and
(3) not increase the frequency of flooding in receiving wetlands and water bodies, and not reduce the service level of infrastructures situated in the area of influence of the storm water management system crossing them.
The rules provided for in this Regulation also apply to the design of the extension of a storm water management system, with the necessary modifications.
