11. In the case provided for in the second paragraph of section 4, the person carrying on the industrial or commercial activity must transmit to the Minister, before the expiry of the sixth month referred to in that section, a groundwater monitoring program and the opinion of a professional in conformity with the provisions of section 21 of the Regulation respecting the regulatory scheme applying to activities on the basis of their environmental impact (chapter Q-2, r. 17.1), unless, during that period, the person shows to the Minister that the groundwater monitoring requirements under the third paragraph of section 4 have been satisfied.

11.
