15. Subject to section 13, a service centre or an educational institution is authorized, before proceeding with public tenders, to negotiate a contract by agreement with a carrier with which it had contracted the preceding school year for transportation that is to be provided by means of a bus or minibus.
For transportation that is to be provided by means of a vehicule used for the transportation of school children such negotiations by agreement may be carried out with any person.
