6. A municipality is not eligible, even if the conditions in sections 4, 5 and 5.1 are met, if the Minister does not receive, before 1 May of the current fiscal year, the summary of the municipality for the year of reference.
Such a summary is deemed not to have been received if it does not comply with the legislative and regulatory provisions governing the municipality in that matter.
