4. The flag of Québec must be flown on the buildings of the following municipal bodies:
(1)  the building where a municipal council or a borough council sits; and
(2)  the administrative centre of a metropolitan community, an intermunicipal board, a public transit authority, an intermunicipal board of transport and the Kativik Regional Government.
It must also be flown on a municipal library and in any other place where the municipality displays its banner.
