For the purposes of calculating the rent fixed in clause a of subparagraph 3 of the first paragraph, the first part of the formula expresses the intrinsic value of the territory where:(Kt): the territorial constant, equivalent to $63.66; (L): the length of the river under lease, in kilometres;
(A): the accessibility of the territory on a scale from 1 to 6 (1 for rivers not accessible by road, up to 6 for rivers along asphalted roads);
(C): the residence of the holder of an outfitter’s licence;

The second part of the formula expresses the quantitative and qualitative value of the resource, where:
(Ke): the resource development constant, equivalent to $16.97; (S): the annual average number of salmon taken, calculated over a 10-year period ending in the year preceding the billing of the rent. Years in which no salmon were taken do not figure in the calculation of the average;
(P): the average annual weight of salmon calculated over a 10-year period ending in the year preceding the billing of the rent, where an average weight of 2 kilos or less is given a rating of 1, and where each 0.5 kilo exceeding 2 kilos increases the rating by 0.1. Years in which no salmon were taken do not figure in the calculation of the average.
