31. For the purpose of permitting the chiropractor to be heard, the committee shall send him a statement of facts similar to that in Schedule III. The statement of facts shall be sent by registered mail, by bailiff or by mail with acknowledgment of receipt, along with the notice referred to in the second paragraph of section 30, and shall comprise(1) a summary of the deficiencies observed;
(2) a copy of the report on the inspection or special inquiry of which he was the subject;
(3) the text of section 113 of the Code; and
(4) a copy of this Regulation.
