7. The fee for a statement of the rights registered in the register, certified by the registrar, is,

(1)  if the statement is made under the name of a natural person, $12.20 per name for a given date of birth;

(2)  if the statement is made under a name other than that of a natural person, $12.20 per name; and

(3)  if the statement is made under the identification number of a road vehicle, $12.20 per identification number.
