The Minister of Education is charged with the carrying out of this act.

DIVISION
I
APPLICATION OF ACT

.
This act shall govern:
(
1
)
L’École des hautes études commerciales de Montréal;
(
2
)
The Institutes of Technology of Montréal, Québec, Trois-Rivières, Hull, Sherbrooke, Chicoutimi, Shawinigan and Rimouski, and all others which the Government may deem it expedient to organize;
(
3
)
The Institute of Applied Arts of the Province of Québec, at Montréal, the Paper-Making Institute of the Province of Québec, at Trois-Rivières, the Textile Institute of the Province of Québec, at Saint-Hyacinthe, the Graphic Arts Institute of the Province of Québec, at Montréal, and the Naval Institute of the Province of Québec, at Rimouski;
(

)
The Automobile Trades Schools of Montréal and Québec, the Commercial Trades School at Montréal, The Women’s Trades School at Montréal, The Trades School of the Saint-Charles Patronage at Trois-Rivières, the other trades schools now existing as well as any which the Government may deem it expedient to organize.

DIVISION
II
SUPERIOR COUNCIL OF TECHNICAL EDUCATION

A body is constituted and established under the name of “Superior Council of Technical Education”.

Such council shall consist of:
(
a
)
The director-general of technical education;
(
b
)
The directors of the Institutes of Technology of Montréal, Québec, Trois-Rivières and Hull and of any other director of an Institute of Technology whom the Government may appoint to form part thereof;
(
c
)
The directors of the Montréal and Québec schools of fine arts;
(
d
)
The director-general of the trade schools of Québec;
(
e
)
The director of the School of Higher Commercial Studies;
(
f
)
The director of the Institute of Applied Arts of the Province of Québec;
(
g
)
The director of the Polytechnic School;
(
h
)
The President of the Confederation of National Trade Unions, and the President of the Québec Federation of Labour;
(
i
)
Persons representing industry for each of the districts of Montréal, Québec, Trois-Rivières and Hull, appointed by the Government for a term of five years;
(
j
)
The Minister of Education;
(
k
)
The director of the Graphic Arts Institute of the Province of Québec.

The Minister of Education shall be chairman,
ex
officio
, of the Superior Council.
The office of member of the Superior Council shall be without remuneration. The members shall, however, be entitled to the reimbursement of their travelling expenses.
Seven members shall form a quorum at meetings of the Superior Council.

The Government may appoint, for the proper functioning of the Superior Council, the necessary personnel and fix their remuneration.

During the month of August each year, the Superior Council shall submit to the Minister of Education a complete return of its activities during the school year.

The Superior Council shall inform the Minister of Education upon all questions which are submitted to it and shall perform the duties which may be assigned to it.

III
ORGANIZATION OF THE SCHOOLS

The Government may appoint, for the proper functioning of each of the schools governed by this act, a director and the necessary professors, and fix their remuneration.

The professors shall be appointed upon the recommendation of the director of each school.
The other members of the staff shall be appointed by the Minister of Education.

The Government may appoint for each school:
(
a
)
A council of improvement consisting of seven members, appointed for three years;
(
b
)
A council of patrons, formed of persons of standing in every field, whose influence may promote the development of the school.

The Minister of Education and the director-general of technical education shall,
ex
officio
, be members of every council of improvement.
Every council shall be a consulting body, which shall study educational matters of interest to the school, inform the Minister of Education on any matter submitted to it and perform all the duties assigned to it.
Four members shall form a quorum.

The office of member of the council of improvement or of the council of patrons shall be without remuneration. The members shall, however, be entitled to the reimbursement of their travelling expenses.

The immediate direction of each of the above-mentioned schools shall be entrusted to a director who shall carry out the courses of study duly established and shall see to the proper functioning and administration of the school.

The courses of study, as well as the rules for internal management and discipline in each school, shall be drawn up by the director, assisted by the Superior Council, and be submitted for the approval of the Government.

In the month of July of each year, the director shall transmit to the Superior Council a report on the operations of his school for the past year.

IV
DIPLOMAS AND CERTIFICATES

The schools governed by this act shall award diplomas or certificates to the students, according to the special courses followed by each.
The diplomas shall be signed by the director of the school and countersigned by the Minister of Education. The certificates shall be signed by the director of the school.

A jury, consisting of seven members appointed by the Minister of Education upon the recommendation of the Superior Council, shall have charge of the examination, each year, of the students who whish to obtain diplomas.
The director of the school and two professors selected by him shall
ex
officio
be members of such jury.

Any person who has attended a specialized institution contemplated by this act shall, without any other obligations than those prescribed by the said institution, have the right to secure from the parity committees a credit of apprenticeship proportionate to the duration of the studies followed by him and to the results which he has obtained in such institution.

V
SPECIAL PROVISIONS

The Government may, upon such conditions as it may deem expedient to fix, authorize the Minister of Education to make agreements with school boards or municipal or other corporations for the establishment and maintenance of institutes of technology, handicraftship initiation schools, applied arts and trade schools or of any other specialized schools; the said corporations possess all the necessary powers to make such agreements and to execute them, subject, as regards the school boards and municipal corporations, to the approval of the Commission municipale du Québec.

This Act shall operate notwithstanding the provisions of sections 2 and 7 to 15 of the Constitution Act, 1982 (Schedule B of the Canada Act, chapter 11 in the 1982 volume of the Acts of the Parliament of the United Kingdom).

REPEAL SCHEDULE
In accordance with section 17 of the Act respecting the consolidation of the statutes (chapter R-3), chapter 242 of the Revised Statutes, 1964, in force on 31 December 1977, is repealed effective from the coming into force of chapter E-10 of the Revised Statutes.
