A person who wants to adopt a child domiciled outside Québec must complete training prior to adopting a child domiciled outside Québec offered by the Minister.

The Minister or the person designated by the Minister issues an attestation to the person who has completed the prior training.
The attestation is valid for a period of 3 years.

The person must hold the attestation referred to in section 2 before the Minister issues a confirmation that authorizes the person to undergo a psychosocial assessment in accordance with the first paragraph of section 16 of the Regulation respecting the adoption without a certified body of another child domiciled outside Québec by a person domiciled in Québec (
chapter P-34.1, r. 2
).
Despite the first paragraph, a person who has already adopted a child domiciled outside Québec is not required to hold the attestation where the person obtains the authorization to make the arrangements for the adoption of another child domiciled outside Québec in the 5 years following the date of arrival in Québec of the child who has already been adopted.

The person must hold the attestation referred to in section 2 before entering into the contract referred to in the first paragraph of section 11 of the Regulation respecting the certification of intercountry adoption bodies (
chapter P-34.1, r. 3
) with a certified intercountry adoption body.
Despite the first paragraph, a person who has already adopted a child domiciled outside Québec is not required to hold an attestation where the person enters into the contract referred to in the first paragraph to make arrangements for the adoption of another child domiciled outside Québec in the 5 years following the date of arrival in Québec of the child who has already been adopted.
