Determining of ambulance service zones
An ambulance service zone is a territory delimited by one or several municipalities in the same socio-sanitary region.
The dispatching points in such zones are:
— the demographic centre;
— the intersections of major thoroughfares;
— the geographic centre;
— the socio-economic centre;
from where all the municipalized areas of the territory can be reached by ambulance within a maximum limit of 30 minutes from the time of the call, under normal weather and traffic conditions and under standard conditions of roads directly linked to the provincial highways.
The list of ambulance service zones is annexed in Schedule I.

Determining of the maximum number of ambulances per area and per zone
The maximum number of ambulances per zone is determined, according to the size of the population served, with reference to the following scale:

)
1 vehicle for a zone of 0 to 15,999 inhabitants;
(
2
)
2 vehicles for a zone of 0 to 15,999 inhabitants if 2 of the following conditions apply:
— the number of trips made exceeds 375;
— most of the trips made covers more than 200 km return;
— the zone is so isolated that it is impossible to rapidly contact the dispatching point in another zone when 2 calls come in;

2 vehicles for a zone of 16,000 to 39,999 inhabitants;
(
4
)
1 additional vehicle per 25,000 inhabitants in a zone of 40,000 inhabitants and over.
The maximum number of ambulances as determined per area and per zone is indicated in Schedule I.
Despite the maximum number of ambulances, the holder of an ambulance service permit may continue to operate the number of ambulances he is authorized to operate as of 1 April 1983.

Determining of standards for ambulance service subsidies
For the purpose of maintaining in sufficient numbers the necessary ambulance resources for the population in zones where the level of activity is not high and to encourage ambulance services to be established there, the Minister of Health and Social Services pays subsidies so as to permit these enterprises to attain a level of profitability.

A subsidy is accorded to the holder of a permit when he has signed a service contract with the CRSSS in his region subject to the following conditions:
— in zones with a fixed maximum of 1 vehicle (Schedule I): a guarantee of 475 trips on an annual basis at the rate in effect whether or not the guaranteed number of trips was made;
— in zones with a fixed maximum of 2 vehicles (Schedule I): a guarantee of 875 trips on an annual basis at the rate in effect whether or not the guaranteed number of trips was made.

Each firm under contract with a Conseil régional in a subsidized zone, with the exception of park zone, receives from the CRSSS, for each vehicle specified in the contract, in four equal instalments, the sum necessary for the payment of an availability premium for the ambulance drivers and attendants who have their ambulance attendant card from the Ministère de la Santé et des Services sociaux, according to the following parameters.
The sum is determined as follows:
S = [(17,520 × V) - 2 (3×T)] hourly rate
S = the sum of the premiums
hourly rate: $0.50 at 1 April 1984
$1.00 at 1 April 1985
T = trips made during the last 12 months by the vehicles specified in the contract for the zone
V = number of vehicles specified in the contract.
This sum will be adjusted at the end of the fiscal year of the CRSSS to the number of trips actually made, and the firm will have to show, on the basis of its payroll and to the satisfaction of the Conseils régionaux, that the availability premium was paid to the ambulance drivers and attendants who have their ambulance attendant card from the Ministère de la Santé et des Services sociaux.

Determining of standards for transport by ambulance between establishments
To be admissible for transport by ambulance between establishments, the following conditions must be respected:
— the patient must be admitted or registered in a hospital centre, reception centre or local community service centre designated by the Ministère de la Santé et des Services sociaux;
— the transport of a patient on a stretcher must be required by the attending physician or a specialized nurse practitioner and authorized by the director of the establishment transferring the patient or by the emergency coordination centre of the Conseil régional des services de santé et des services sociaux de la région du Montréal métropolitain.

Determining of rates of transport by ambulance
The rates of transport by ambulance are the following:
(

)
$125 for picking up a patient;
(
2
)
$35 for picking up each additional patient;
(
3
)
$1.75 for each kilometre ($2.80 for each mile) travelled with the patient in the ambulance.
These rates include all the services that a patient transported by ambulance has a right to receive in virtue of the Public Health Protection Act (chapter P-35).
These rates apply throughout Québec and refer to all pay agents and all holders of ambulance service permits; with the exception of pay agents and permit holders in region 06-A who have made particular operating and remuneration arrangements with the Centre de coordination des urgences santé de Montréal (CCUS) or with any body that succeeds it.
