77. No person may form part of more than one electoral college for one category of institutions or vote in more than one institution of the same category. The groups contemplated in paragraphs g, h and i of sections 78, 79 and 82 and in paragraphs f, g and h of section 81 are not electoral colleges.

When a user is under 18 years of age, his right to vote shall be exercised by one of his parents. However, no person may vote more than once as such, and when one parent exercises such right to vote, the other parent shall enjoy no right to vote as such, irrespective of the number of their children having received services.

When a user is incapable of expressing his will, his right to vote shall be exercised by his tutor or the mandatary he designated before his incapacity began.

77. The groups contemplated by each of the paragraphs of each of sections 78 to 81 and by each of the subparagraphs of the first paragraph of section 82 constitute the electoral colleges. No person shall form part of more than one electoral college for one class of establishments nor vote in more than one establishment of any class. The groups contemplated by paragraphs e and f of section 78, paragraph g of section 79, paragraph h of section 80, paragraphs f and h of section 81 and subparagraphs g and h of the first paragraph of section 82 are not, however, considered electoral colleges.

When a user is under 18 years of age his right to vote shall be exercised by his father or mother. However, no person may vote more than once and when a husband or wife exercises the right to vote of a child, his or her consort shall enjoy no right to vote as such, irrespective of the number of their children having received services.

When a user is interdicted, under close treatment or incapable of administering his property within the meaning of the Mental Patients Protection Act (chapter P-41), his right to vote shall be exercised by his father, mother, curator, spouse or child eighteen years of age or older.
