421. A regional assembly shall be composed as follows:
(1)  40 % of the members shall be persons elected by the public institutions from among the members of the boards of directors of such institutions, and persons elected by the private institutions from among the persons designated for that purpose by such institutions;
(2)  20 % of the members shall be persons elected by the community organizations of the region that are designated by the regional board and from among the members of the boards of directors of those organizations;
(3)  20 % of the members shall be persons elected by the organizations of the region which the regional board designates as being the most representative of socioeconomic groups and persons elected by other groups concerned with health or social services matters;
(4)  20 % of the members shall be persons elected by the municipalities of the region from among the elected municipal officials in a manner ensuring that all the regional county municipalities in the region and, where applicable, all the local municipalities whose territory forms part of the territory of an urban community and those whose territory does not form part of the territory of a regional county municipality or the territory of an urban community, are represented.
Within 30 days of being formed, the assembly must proceed with the election of the members of the board of directors of the regional board.
