290. The school board, by by-law, shall adopt norms for providing special services for handicapped pupils and pupils with social maladjustments or learning disabilities with a view to facilitating their integration into regular classes or groups and into other school activities wherever that is possible and conducive to their social integration and learning achievement.
The by-law must particularly define
(1)  modalities for evaluating handicapped pupils and pupils with social maladjustments or learning disabilities and the procedure for reviewing their condition;
(2)  methods for integrating those pupils into regular classes or groups and into regular school activities as well as the support services required for their integration and, if need be, the required weighting to determine the maximum number of pupils per class or group;
(3)  methods for grouping those pupils in specialized schools, classes or groups;
(4)  the financial resources allocated to the services.
The by-law is drafted on the recommendation of the advisory committee on services for handicapped pupils and pupils with social maladjustments or learning disabilities; the school board may adopt the recommendation with or without amendments.
